That's dealing 1.3-1.6k damage per shot, it just fires slowly. A machine gun will have higher DPS, but much lower damage per shot. Comrade's Hammer will have lower DPS then every other gun, but it has the benefit of basically one shotting anyone. It's definitely not the best revolver in the game, in my opinion anyways.
